Sit on the fence

To sit on the fence means to not give a definite opinion about
something, or not say which side you support in a conflict.
"The five of them were tying to decide what to do. Jack and
Mary wanted to go to the cinema. Sean and Mark wanted to go
swimming. Christine sat on the fence, as usual, and said she couldn't decide.
